Inspire A Learner LLC, a family-run Islamic education center in Cherry Hill, is scheduled to appear before the zoning board on Thursday with a plan to convert former offices on Marlkress Road into a youth enrichment and educational center.
The vacant 1155 Marlkress Road building, between Cardone Avenue and Allison Drive, formerly held offices and a chiropractic practice. The 57-year-old, 8,703-square-foot building also housed Security Resources Inc. since around 2005, according to a Township review.
"The center will operate year-round and serve children and youth ages 2 to 18 through a range of structured programs designed to support physical, social-emotional, and cognitive development," according to Inspire A Learner's project overview.
The property is owned by Inspire A Learner, according to its Zoning Board of Adjustment application. Inspire A Learner operates at 1878 Route 70 East.
Programs will be staggered to limit the impact of traffic on neighbors, the overview states.
The school also "will be used for after-school program, weekend youth recreational center, out of school camps and Sunday educational programs," according to a report by the zoning board's engineer, C. Jeremy Noll of Environmental Resolutions Inc. of Mount Laurel.
Inspire A Learner is seeking minor site plan approval and a use variance and bulk variances. The zoning board meeting begins with a caucus at 7 p.m. Thursday followed by the meeting at 7:30 p.m.
The proposed school is not a permitted use in the Township's Industrial Restricted Zone, according to a traffic study from Bowman Consulting Group Ltd. of Burlington.
Bowman estimated the educational center would add 40 in and 35 out trips during the weekday morning peak hour and 28 in and 31 out trips in the afternoon peak hour.
"The traffic generated by the proposed Montessori-style elementary school and preschool within the proposed development will peak at different times during the weekday afternoon outside the commuter PM peak period," according to the traffic study by Victor C. Anosike, the Bowman project manager.
