Plans by a Washington D.C.-based real estate development firm for a three-story, 87-unit senior assisted living facility on wooded land near the intersection of Route 73 and Evesham Road in Evesham were approved by the Planning Board Thursday night.

CSH Marlton LLC, a unit of Capitol Seniors Housing, applied to the board to build the 110-bed project at 5 Executive Drive — named Arbor Terrace at Marlton — behind the Bradley Funeral Home and the Route 73 jughandle on about six acres it owns.

Joseph F. McElwee, a CSH principal, told board members at a teleconferenced virtual meeting Thursday that there is a strong market for the facility in Evesham. He said the primary decision makers for assisted living are adult children, ages 45 to 64, in households earning $100,000 or more. An estimated 16,551 of those households lived in a five-mile radius of the site in 2019, according to his presentation.

Seniors themselves are the secondary decision makers and an estimated 5,589 households with at least one person 75 and older are in a five-mile radius of the site. The average age at entry into assisted living is 86, he said.

Arbor Terrace will include a dining area, private dining room, theatre, bistro, hair salon and outdoor gardens, board members were told.

About 30 employees will work during the largest full-time shift, 22 on the second shift and between four and five overnight, according to the developer.

No one from the public commented at the meeting.

McElwee said his firm opened Arbor Terrace on Centerton Road in Mount Laurel about six months ago and also owns Sunrise of Mount Laurel on Union Mill Road.  

Based on estimates in the board application, the 29,397-square-foot facility would cost between $6.6 million and $7.3 million to build. It would have 61 parking spaces.

Owners of the land — listed in tax records as Marlton Executive LLC — have wanted to build on it for years. "The property received approvals for an office use in 2001, which approvals were never implemented due to a lack of market demand for suburban office space," according to a letter submitted by Scott D. Taylor, vice president of Taylor Design Group Inc. of Mount Laurel, with the application to the board.

The facility would set aside 10% of its units for affordable housing under the plan.

A traffic assessment study (see PDF document below) states the assisted living facility will generate about 19 trips during morning weekday peak hours and 27 trips during afternoon weekday peak hours. 

"Based upon the results of this traffic engineering assessment report, the traffic resulting from the proposed 87-unit assisted living facility will have a minimal impact on the adjacent roadway network," Nathan B. Mosley, engineer with Shropshire Associates LLC of Atco, wrote as part of the developer's application.
